The invention provides a grouting-free low-retraction anchor cable system which comprises an anchorage device, a cable body and a thermal shrinkage sleeve, the anchorage device comprises a tensioning end anchorage device and a fixed end anchorage device, and the cable body comprises a protective sleeve, anti-corrosion grease and a steel strand. One end of the cable body is provided with a tensioning end anchorage device, and the other end of the cable body can be provided with a fixed end anchorage device or a tensioning end anchorage device. The tensioning end anchorage device comprises an anchor head, a force bearing nut and a steel base plate. A first inner hole is drilled in the end face of one end of the anchor head, and the head of the cable body is inserted into the first inner hole and connected with the first inner hole in a fastened mode. The method has the beneficial effects that the problems that the retraction value of a conventional anchorage device is too large and hole channel grouting is not compact are solved, and the problem caused by the fact that a prestressed steel bar is prone to fracture during tensioning is also avoided.
