The invention discloses a process for producing a superfine slag powder admixture through slag dilution. The process comprises the following steps: S1, treating manganese-silicon slag; s2, treating the low-carbon ferrochrome slag ash; and S3, preparation of the superfine slag powder admixture. The invention further discloses application of the superfine slag powder admixture, and the superfine slag powder admixture is used for cement admixture and used as a building material. According to the invention, the manganese-silicon slag and the low-carbon ferrochrome slag ash are used for producing the slag micro-powder and manufacturing the micro-powder in the cement industry for the first time, the slag micro-powder can be used as an admixture of cement after dilution treatment and proportioning with an alkali activator and an acid activator, and after the micro-powder is doped, the compressive strength and the breaking strength of the cement meet the requirements of S95-grade cement micro-powder.
