The invention provides a cyclonic anti-floating roof bolter and a construction method. The cyclone type anti-floating roof bolter comprises a drilling mechanism, a cooling and dedusting mechanism, a first adjusting mechanism, a second adjusting mechanism and a third adjusting mechanism. The drilling mechanism comprises a mounting plate, an impactor and an anchor rod; the cooling and dust removing mechanism comprises two half cylinders, the two half cylinders can sleeve the anchor rod in a matched mode, the two ends of each half cylinder are connected to the movable base respectively, the outer sides of the two half cylinders are connected with a first connecting valve and a second connecting valve respectively, the first connecting valve is connected with a dust suction nozzle in a communicating mode, the second connecting valve is connected with a nozzle in a communicating mode, and the dust suction nozzle and the nozzle are connected to the two half cylinders respectively; the first adjusting mechanism is used for driving the lifting plate to move in the vertical direction of the adjusting seat; the second adjusting mechanism is used for driving the lifting seat to vertically move relative to the adjusting seat; and the third adjusting mechanism is used for driving the two half cylinders to move in the horizontal direction relative to the adjusting seat so as to drive the two half cylinders to get close to or get away from each other.
