The steel rail elastic strip buckling pressure detection device comprises a self-checking knocking hammer, a temperature vibration sensor and a handheld measuring instrument, wherein a pressure sensor array is arranged in a hammer head of the self-checking knocking hammer, and when the self-checking knocking hammer knocks a first side limb of the steel rail elastic strip, the pressure sensor array is used for detecting the knocking force and the knocking angle; the temperature vibration sensor is attached and fixed to a second side limb of the steel rail elastic strip and used for detecting the temperature and vibration data of the steel rail elastic strip; a temperature vibration signal acquisition card, a data storage card and a controller are arranged in the handheld measuring instrument, a data display screen is arranged, and a correlation database between elastic strip buckling force and vibration frequency in different temperature environments is stored in the data storage card. The invention further provides a method for detecting the buckling pressure by adopting the device for detecting the buckling pressure of the steel rail elastic strip, the detection difficulty of the buckling pressure of the steel rail elastic strip can be reduced, and the detection precision can be improved.
