The invention discloses a pile foundation pore-forming construction method under the condition of a boulder water outlet stratum. The method comprises the following steps: a, selecting a rotary drilling rig with proper power according to the pile diameter and the pile length of a bridge; b, a rotary drilling rig is adopted to take slag and form holes at the position of a pile foundation according to the depth of 4-6 meters; c, backfill concrete is constructed according to the underwater concrete construction technology, and the backfill concrete and the pile core concrete are the same in mark; d, the backfill concrete is cured, and when the strength of the concrete reaches 70%, a rotary drilling rig is used for coring the backfill concrete; and e, the procedures b-d are repeated, circulating construction is conducted to the designed hole bottom, and pile foundation hole forming is completed. The technical problems that during pile foundation hole forming, hole deviation, hole shrinkage, hole expansion and hole collapse are caused, a reinforcement cage is not placed in place, and the construction progress, the construction safety and the hole forming quality are affected are effectively solved.
