Polymer organic silicon in the nano material is combined with SI-O (OH) groups on the surface of a coal gangue tailing base through hydrogen bonds or chemical bonds to form a layer film structure, alkyl groups in the structure are directionally arranged, so that a contact angle with water is increased, a hydrophobic characteristic is generated, the layer film structure can be uniformly distributed on micropore walls of tailing particles, and the hydrophobic property of the tailing particles is improved. The hydrophobic property of the layer membrane structure can prevent water from entering the micropores in a liquid form when the layer membrane structure encounters water, and air and gaseous water can be discharged through the capillary micropores of the layer membrane structure, so that the purpose of water insulation is achieved.
