The invention discloses a multistage pile pressing hydraulic control system which comprises an oil pump, a main reversing valve, a main oil cylinder and a main quick pressing function valve which form a loop. A valve body of the main quick pressure function valve and a cylinder body of the main oil cylinder are integrally formed; an oil inlet of the main reversing valve is communicated with an oil outlet of the oil pump; when the main reversing valve is located at a first station, an oil inlet of the main reversing valve is communicated with a rodless cavity of the main oil cylinder, and an oil return opening of the main reversing valve is communicated with a rod cavity of the main oil cylinder. When the main reversing valve is located at a second station, an oil inlet of the main reversing valve is communicated with a rod cavity of the main oil cylinder, and an oil return opening of the main reversing valve is communicated with a rodless cavity of the main oil cylinder; when the main fast pressing function valve is located at a fast pressing station, an oil inlet of the main reversing valve is communicated with a rod cavity and a rodless cavity of the main oil cylinder at the same time. Pipeline pressure loss caused by differential regeneration flow of the oil cylinder can be reduced, and energy is saved. The invention further discloses the static pile driver, and the beneficial effects of the static pile driver are as mentioned above.
