A hydraulic control system for a static pile driver comprises a pile clamping box, an auxiliary pressure oil cylinder, a main pressure oil cylinder, a first reversing valve, a second reversing valve and an oil tank. A first oil outlet of the first reversing valve is connected with a rodless cavity of the main pressure oil cylinder, and a second oil outlet of the first reversing valve is connected with a rod cavity of the main pressure oil cylinder; a first oil outlet of the second reversing valve is connected with a rodless cavity of the auxiliary pressure oil cylinder, and a second oil outlet of the second reversing valve is connected with a rod cavity of the auxiliary pressure oil cylinder; the hydraulic control system further comprises a low-opening-pressure one-way valve and a high-opening-pressure one-way valve, the low-opening-pressure one-way valve is connected between the oil return opening of the second reversing valve and the second oil outlet of the second reversing valve, and the high-opening-pressure one-way valve is connected between the low-opening-pressure one-way valve and the oil tank. The opening pressure of the high-opening-pressure one-way valve is higher than that of the low-opening-pressure one-way valve. The invention further provides the static pile driver with the hydraulic control system.
