The invention discloses a prestressed elastomer expansion joint and a forming method, the expansion joint comprises an elastomer arranged between two end faces, bottom coating layers, core bags and a bottom lining, the two end faces are coated with the bottom coating layers, the bottom lining is installed between the bottom coating layers, the elastomer surrounding the periphery of at least one core bag is arranged above the bottom lining, a surface coating layer is arranged on the top surface of the elastomer, and the surface coating layer is arranged on the surface of the elastomer. The core bag is injected and pressed to generate expansion force, so that the elastic body generates prestress on the end faces on the two sides.
