According to the anchorage device suitable for the single-layer FRP plate, the single-layer FRP plate is clamped between an upper clamping plate and a lower clamping plate, the upper clamping plate and the lower clamping plate are each provided with a variable-curvature waveform, the FRP plate is bent into the variable-curvature waveform, and the variable-curvature waveform is provided with an adjustable waveform and a wave crest. An upper lug plate, a lower lug plate and a clamping piece are additionally arranged on an anchorage device of a single-layer FRP plate. The design method comprises the steps that a variable curvature waveform function is designed, and an upper clamping plate, a lower clamping plate and a clamping piece are machined according to the variable curvature waveform function; mounting a lower lug plate, a lower clamping plate, an FRP plate, a clamping piece, an upper clamping plate and an upper lug plate; and the gasket and the bolt are installed, the nut is tightened to apply variable pre-tightening force to the bolt, and the FRP plate is bent into a variable-curvature waveform.
