The backing material layer is prepared from the following raw materials in percentage by weight: 75 to 82 percent of waste porcelain powder, 10 to 21 percent of cement waste and 3 to 8 percent of sintering aid; the surface material layer is prepared from the following raw materials in percentage by weight: 5 to 12 percent of waste red brick powder, 16 to 24 percent of waste porcelain powder and 70 to 78 percent of cement waste. In addition, the invention further discloses a preparation method of the anti-blocking and fast-seepage type ceramic water permeable brick using the industrial waste as the raw material. The anti-blocking performance of the water-permeable brick is improved by optimizing a formula system and reducing the aperture of the surface material layer, and the water permeability of the water-permeable brick is improved by improving the aperture and porosity of the bottom material layer, so that the utilization rate of industrial wastes is greatly improved, and the ceramic water-permeable brick is excellent in performance; and the requirements of environmental governance and industrial and economic and social development can be better met.
