A lower port of the recharge pipe is provided with a necking sealing flange used for preventing the conical hopper sealing cover body from disengaging, a water level gauge is further arranged in the recharge pipe, a signal data line of the water level gauge is connected with a controller, and the controller is electrically connected with the lifting device. And the cone hopper sealing cover body is controlled to ascend and descend in the recharge pipe according to the height of the water level in the recharge pipe.
