According to the method, the garbage separation step is added, gravel and garbage mixed in sludge can be separated before dehydration and solidification, the purity of the sludge is guaranteed, follow-up road backfilling operation is facilitated, and follow-up multi-aspect utilization is facilitated; by adding the conditioning reaction step, harmless treatments such as sterilization, disinfection, deodorization and removal of toxic heavy metals can be carried out on the sludge before dehydration and consolidation, the treatment quality is improved, and the safety of subsequent use is ensured.
