The invention discloses a polar region ice-based fiber reinforced runway, which comprises a permanent ice layer, a broken ice quick-setting layer and a surface enhancement layer, the broken ice quick-setting layer is frozen and bonded on the permanent ice layer through enhancement gel, and the surface enhancement layer is frozen and bonded on the broken ice quick-setting layer through conventional gel. The crushed ice quick-setting layer is formed by uniformly mixing crushed ice and reinforcing gel, the reinforcing gel is formed by uniformly mixing basalt fiber chopped strand mats, supercooled liquid and quick-setting gel, the surface reinforcing layer is formed by dipping conventional gel into multiple layers of basalt fiber cloth laid at different angles and curing the basalt fiber cloth, and the conventional gel is formed by uniformly mixing the supercooled liquid and the quick-setting gel. On the basis that the polar region can be rapidly built, the polar region structure has the advantages of being high in strength, low in cost and easy to maintain, and the taking-off and landing requirements of medium and large aircrafts in the polar region can be met.
