The invention discloses durable and stable steel slag cement concrete and a preparation process thereof, and relates to the technical field of cement concrete. The steel slag cement concrete is prepared from the following components in parts by weight: 35-50 parts of Portland cement, 40-62 parts of modified converter steel slag powder, 50-76 parts of medium sand, 62-85 parts of gravel, 1.5-3.2 parts of a polycarboxylate superplasticizer and 25-60 parts of water. The macromolecular net structure permeates into a steel slag powder mixture, so that the hydrophilicity is improved, condensation is promoted, the hydration degree is accelerated, free calcium oxide and magnesium oxide are further crushed and pulverized after stirring and grinding, and the volume expansion stress is eliminated; the production cost is reduced through the modified converter steel slag powder, and the compressive strength, durability, frost resistance and impermeability all meet the requirements while the gel effect is met. The polycarboxylic acid water reducer achieves the effect of accelerating cement dispersion, improves the compressive strength of the concrete, and avoids the strength loss in the long-term use process.
