A central shaft hole is formed in the middle of the disc cavity cover plate, one end of the torque transmission shaft penetrates through the disc cavity cover plate to extend, one end of the torque transmission shaft is welded and fixed to the rotating disc, the other end of the torque transmission shaft is inserted into the rotating lug plate, and the rotating lug plate is connected with the output rod through the rod end joint bearing; the disc cavity cover plate is arranged on the disc cavity plate in a sealing and covering mode, the disc cavity plate is vertically arranged, the disc cavity plate is of a cavity structure with an opening in one side, and the rotating disc is arranged in an area between the disc cavity and the disc cavity cover plate. When an earthquake occurs, the disc type damping wall converts horizontal displacement of the force output rod into rotary displacement, so that damping energy consumption is improved, and the building damping effect is achieved.
