The invention provides elastic and tough cement paste containing a thermoplastic elastic material. The elastic and tough cement paste comprises the following raw materials in parts by weight: 100 parts of cement; 5-15 parts of a modified thermoplastic elastic material; 0.1 to 2 parts of a retarder; 3-4 parts of a fluid loss agent; 0-30 parts of quartz sand; and 40-56 parts of water. The thermoplastic elastic material and the reactive solvent are mixed and dissolved at a certain temperature and subjected to a polymerization reaction with the water-soluble monomer solution, so that the surface of the modified thermoplastic elastic material has hydrophilic groups, and compared with toughening agents and elastic agents such as thermoplastic rubber modified in an adsorption mode, the modified thermoplastic elastic material has better temperature resistance and can be used at a higher temperature. Hydrophilic groups are introduced into the thermoplastic elastic material through a polymerization reaction, so that the thermoplastic elastic material has better hydrophilic capacity and good compatibility with cement paste, can be uniformly dispersed in the cement paste, and has higher set cement strength while the elastic modulus is greatly reduced.
