The invention discloses elastic and tough cement paste and a preparation method thereof. The cement paste comprises 1000 parts of G-grade cement; 40 to 50 parts of silica powder; 150 to 200 parts of quartz sand; 25 to 30 parts of a fluid loss agent; 40 to 50 parts of an ultrafine material; 25 to 35 parts of an expanding agent; 8 to 12 parts of a drag reducer; 2 to 3 parts of a retarder; 15 to 20 parts of early strength agent; 40 to 45 parts of an elastic agent; and 20 to 25 parts of a toughening agent. The cement paste system provided by the invention has good stress strain resistance, lower Young modulus and higher impact toughness, and can generate corresponding deformation capacity when being applied to a well cementation cement sheath, thereby reducing the occurrence of annulus microgaps; the Young modulus of a cement slurry system reduces the load transfer coefficient, and the stress environment of the casing pipe can be optimized; damage of jarring, fracture acidizing, fluid density change in a shaft and the like in the drilling process to a cement sheath can be reduced or prevented, and air channeling caused by cement sheath breakage is reduced.
