The invention discloses cement concrete added with modified waste tire rubber powder as well as a preparation method and application of the cement concrete, and the cement concrete comprises the following components in parts by weight: 300-400 parts of 52.5 R cement; 1100 to 1400 parts of broken stone; 600 to 800 parts of sand; 10 to 100 parts of waste tire rubber powder; 1-10 parts of a modifier; 0.1 to 1 part of PP fiber; 1-5 parts of a water reducing agent; and 0.1-0.3 part of a defoaming agent. The cement concrete provided by the invention not only can greatly promote the recycling of the waste tires, but also can improve the problem that the cement concrete is easy to crack.
