The invention relates to an intelligent water surface garbage collecting device, in particular to a water drainage collecting system which is characterized in that an inner barrel of the water drainage collecting system can keep heaving circulation on the water surface, firstly, the water surface is cut off through buoyancy of an inner floating ring of the inner barrel, and a direct-current water pump is triggered to drain water; when the inner barrel loses buoyancy and sinks to the water surface by self weight, the water surface garbage can be adsorbed, filtered and stored by utilizing the backward flow energy of water flow; the dynamic balance system keeps the whole device to be dynamically balanced during water surface automatic heaving operation, anchors are fixed to the water bottom and dragged through a chain, the operation radius can be freely adjusted according to the field environment, the chain length is randomly determined, and the limitation of fixing through a traditional frame is broken through. According to the integrated new energy power generation system, a lithium storage battery is charged by a solar photovoltaic (wind power) power generation system; the intelligent control system is in on-site wireless remote control, the RTU module with the 4G communication function and the GPS function is provided, on-site working data can be collected in real time to communicate with a cloud server, and centralized supervision of a cloud platform is achieved.
