The invention provides a horizontal construction intelligent formwork device which comprises a horizontal rod, an inclined rod, an electric telescopic rod and a controller, the inclined rod is used for being installed on a slope wall, the horizontal rod is hinged to one end of the inclined rod, the electric telescopic rod is hinged between the horizontal rod and the inclined rod, a fixing disc is installed on the horizontal rod, and a rotating heavy hammer and a triggering mechanism are installed on the fixing disc. When the horizontal rod rotates to the horizontal position, the rotating heavy hammer and the triggering mechanism are in linkage to trigger the controller to act, and the controller drives the electric telescopic rod to be fixed. The invention further provides a construction method of the horizontal construction intelligent formwork device. According to the intelligent formwork device for horizontal construction and the construction method, the mode that the trigger mechanism is matched with the rotating heavy hammer is adopted, only when the horizontal rod is in the horizontal state, the trigger mechanism acts, then a circuit of the trigger controller is switched on, the electric telescopic rod is fixed, the horizontal position is determined, and the intelligent formwork device for horizontal construction and the construction method are wide in adaptability to an inclined wall; and any inclined wall body can be operated.
