A three-way piston pipe is fixedly arranged in the net plate, when the rack moves up and down, a rotating rod can be driven to rotate through a transmission device, the rotating rod extends into the drainage groove, a plurality of cutting blades are fixedly arranged on the rotating rod, and push blocks are fixed to the corresponding first sealing gasket and second sealing gasket.
