The invention belongs to the field of offshore wind power engineering, and particularly relates to an offshore wind power steel pipe pile reinforcing and repairing construction method which comprises the steps that a plurality of supporting ribs are installed on the outer wall of a to-be-repaired steel pipe pile in the circumferential direction; a plurality of supporting plate split bodies are placed on the supporting ribs and spliced along the outer wall of the steel pipe pile to form an annular supporting plate assembly; a plurality of hoop barrel split bodies are installed on the supporting plate assembly and spliced along the outer wall of the steel pipe pile to form an annular hoop barrel assembly, and a grouting cavity is formed between the hoop barrel assembly and the steel pipe pile; a grouting pipeline is connected to a grouting opening of the hoop cylinder assembly, and grouting operation is conducted; and after grouting is completed, a reinforcing and repairing structure is formed on the outer wall of the steel pipe pile after the grouting material is condensed. The repairing method is simpler and more convenient to operate.
