The invention provides an offshore wind power PHC pipe pile construction method, and relates to the technical field of PHC pipe piles, and the method comprises the following steps: transporting qualified prefabricated pipe piles from a prefabrication factory to a piling site through a material barge; a guide frame is installed at the position, close to the fly ball barge, of the piling site, so that a formal pile is guided to be in the correct position and linearity; at least two permanent datum points are arranged on a piling base, a GPS/RTK base station is established on land for correction, coordinates of pre-piling are transferred out from control points established by the GPS/RTK base station, and a guide pile support on a guide frame is adjusted according to the coordinates, so that a formal pile can be accurately driven into a designed coordinate position; the piling barge is dragged to piling anchoring by the tugboat, and a warning mark and a buoy are mounted in alignment with the pile position, so that the piling barge and the tugboat are prevented from accidentally colliding with the formal pile; the upper prefabricated pipe pile and the lower prefabricated pipe pile are welded; and the formal pile is hoisted to the guide frame and then fixed to the diesel hammer, and the diesel hammer is used for piling to the designed elevation.
