The invention discloses a vacuum preloading test device and method. The device comprises a water vapor separation barrel, an electric contact vacuum pressure gauge, a vacuum pump, a plurality of drainage plates, at least two test areas and at least one vacuum pressure adjusting barrel, the drain board is arranged in the test area, the drain board, the water-vapor separation barrel, the vacuum pressure adjusting barrel and the vacuum pump are sequentially connected through pipelines, and the electric contact vacuum pressure gauge is connected with the vacuum pressure adjusting barrel and the vacuum pump respectively. The method comprises the following steps: recording an initial state: adding a soil sample into a test area and respectively recording initial data; presetting vacuum loading gradients: presetting different vacuum loading gradients in different test areas; and reinforcement effect comparison: carrying out effect parameter comparison on different test areas, and selecting the vacuum loading gradient and/or loading time with the best reinforcement effect. According to the method, guidance can be provided for hydraulic reclamation engineering, and the vacuum loading gradient suitable for dredged soil is designed in an aided mode.
