Provided is a technique whereby it is possible to appropriately control the warm-up completion timing of a work machine on the basis of the use schedule of the work machine. On the basis of a measured value of an external state variable in an operation-stopped state of a work machine (40), a warm-up period from the start of warm-up operation of the work machine (40) to the completion of warm-up until a measured value of an internal state variable satisfies a specified condition is predicted. Then, on the basis of the predicted warm-up period, the warm-up operation of the work machine (40) is started at a first specified time (t1), which is an appropriate timing, on the basis of the predicted warm-up period so that the measured value of the internal state variable of the work machine (40) up to a second specified time (t2) satisfies a specified condition.
