The production process comprises the following steps: S1, crushing and screening an old asphalt pavement material to obtain a crushed old asphalt pavement material; s2, the crushed old asphalt pavement material is soaked in a sulfuric acid solution with the mass concentration of 5%-10%, filter residues are washed and dried after filtration, and an old acidified asphalt pavement material is obtained; s3, heating, melting and acidizing the old asphalt pavement material, adding a regenerant, and stirring to obtain a hot old asphalt pavement material; and S4, adding the new aggregate, the powder and the new asphalt into the asphalt pavement hot old material, and stirring to obtain the hot recycled asphalt. In the production process, the contact rate and the contact area between the old asphalt and the regenerant and between the old asphalt and the new asphalt can be effectively increased, so that the fusion effect of the old asphalt and the new asphalt and the regeneration effect of the old pavement asphalt are improved.
