According to the invention, the feeding bag is arranged in the lock catch groove, and the concrete is grouted in the feeding bag by using the grouting pipe, so that direct contact between the concrete and water is avoided, slurry is prevented from being scattered under water, grouting is easier, multiple times of grouting are not needed, and the concrete can be well solidified in the lock catch groove through one-time grouting; and the labor intensity of operators is relieved, the operation cost is reduced, and therefore the problems that in the prior art, concrete poured in the lock catch is prone to being scattered underwater, pouring is difficult, and the water stop construction cost is high are solved.
