The coal gangue carbon can react with gypsum to generate calcium oxide for producing a cementing material, and bauxite mill tailings with high water content, high viscosity and more impurities are dried and calcined by utilizing residual heat energy to prepare the cementing material, so that comprehensive utilization of industrial solid wastes is realized.
