The construction method comprises the following steps that S10, dredged soil is obtained through a dredger (110), and cement paste is prepared through a cement mixer; s20, the prepared cement paste and the dredged soil are stirred and blended according to a certain proportion to form cement soil; and S30, cement soil is conveyed to the water conservancy dike (200), and layered filling and pouring are adopted. The dredged soil is used as an engineering raw material, so that the dredged soil resource which is seriously wasted at present is utilized, and precious land resources are saved; environmental pollution caused by the fact that dredged soil is thrown to other water areas is avoided, and contribution is made to environmental protection; due to the fact that the water conservancy embankment project and the dredging project are generally not far away from each other, the purpose of using local materials can be achieved almost through the mature pipeline pumping technology, and a large amount of labor cost and transportation cost are saved.
