The invention discloses a longitudinal prestressed tendon rapid strand pulling device and method for a highway continuous beam. The device comprises an inner guide pulley (1), an outer guide pulley (2), a positioning guide pipeline (3) and a tensioning device. The positioning guide pipeline is embedded in the box wall of a continuous beam (5), one end of the positioning guide pipeline is inserted into a continuous beam box chamber, and the other end of the positioning guide pipeline extends out of the continuous beam. The inner guide pulley is arranged on the inner wall of a box chamber of the continuous beam, the outer guide pulley is arranged on the beam surface of the continuous beam, and the inner guide pulley and the outer guide pulley face the two ends of the positioning guide pipeline; one end of a longitudinal prestressed tendon (6) is arranged in the box chamber of the continuous beam, the other end of the longitudinal prestressed tendon penetrates through the box wall of the continuous beam through a positioning guide pipeline, and the longitudinal prestressed tendon winds around the inner guide pulley and the outer guide pulley; and the tensioning device is arranged above the continuous beam and is connected with the longitudinal prestressed tendons. According to the invention, rapid penetration and tensioning construction of the longitudinal prestressed tendons of the highway continuous beam can be assisted.
