The invention discloses a method for preparing high-activity magnesium oxide based on low-grade magnesite, which is characterized by comprising the following steps: (1) magnesite is sampled, and the content of magnesium oxide is 40-42.5%; (2) calcining the magnesite sample, and preserving heat; and (3) carrying out ball milling on the sample obtained in the step (2) by adopting a planetary ball mill, and screening to obtain the product. The low-grade magnesite is used as the raw material, waste is turned into wealth, the method is green and environment-friendly, and the raw material cost is effectively reduced. According to the invention, high-activity magnesium oxide can be prepared through combination of calcination, ball milling and screening processes. Compared with a carbonization method, a precipitation method and other chemical methods for producing high-activity magnesium oxide, the process steps are greatly simplified, the production period is effectively shortened, and the production cost can be reduced. The magnesium oxide prepared by the method is high in activity and can be used for preparing a cementing material.
