The device comprises a waterproof curtain which is arranged in a soil body layer below a cushion layer, and the top of the waterproof curtain is fixedly connected into the cushion layer; a subgrade body, a subgrade bed bottom layer and a subgrade bed surface layer are sequentially arranged above the cushion layer; a column hammer bottom expansion pile is arranged in a soil body range between the two waterproof curtains; a drainage ditch is arranged outside a slope toe of the roadbed body, and the column hammer bottom expanding piles are distributed in a regular triangle mode in a mode of hole jumping driving and row and row separation mode.
