The invention relates to a bottom slope-based water measuring device and a bottom slope gradient determination method, and the bottom slope-based water measuring device comprises a thin-walled weir which is installed on a flow monitoring section of a channel to be measured, and the bottom of the thin-walled weir is provided with a sand washing hole; a bottom slope is designed on a flow monitoring section advancing channel groove section of the channel to be detected; the terminal controller generates a detection control signal and a starting control signal when measuring the water level, and generates a closing control signal when receiving the water level in the channel; the water retaining gate is arranged at the position, corresponding to the sand washing hole, of the thin-walled weir and used for opening or blocking the sand washing hole, and the width of the water retaining gate is larger than that of the sand washing hole; the motor is used for controlling opening and closing of the water retaining gate according to the starting control signal or the closing control signal; the water measuring facility measures the water level in the channel to be measured according to the detection control signal. By adopting the measures, sediment deposition at the water measurement facility is avoided, and the precision of water measurement data is improved.
