The mass fraction of the boron nitride powder is 0.1-70%, and the particle size range of the boron nitride powder is 0.01-200 microns. The calcium phosphate-based cement is used as a basic packaging material, so that the cost is reduced and is lower than that of any existing system; the encapsulating material system is resistant to high temperature of 350 DEG C; the cement hydration process is improved, and the porosity is reduced; the possibility of crack formation is reduced, and the water mist and salt mist resistance of the cement is improved.
