The invention discloses an offshore composite foundation and a construction method thereof, belongs to the field of ocean engineering construction, and aims to provide an underwater composite foundation structure which is high in bearing capacity, short in construction period and good in economical efficiency and a construction method of the underwater composite foundation structure. According to the technical scheme, the offshore composite foundation comprises a suction bucket, a steel pipe pile and an anchoring part, an opening of the suction bucket faces downwards and is inversely buckled on a covering layer, the steel pipe pile penetrates through an inner barrel of the suction bucket, the lower end of the steel pipe pile is located on bedrock, a cushion layer is arranged at the pile bottom of the steel pipe pile, an anchoring hole is formed in the cushion layer, and a drill hole located in the bedrock is formed in the bottom of the anchoring hole. An anchoring part is arranged in the drill hole and anchored to bed rock, the upper end of the anchoring part penetrates through a spring and is fixedly connected with a cushion block, and a prestress anchoring system is formed. The construction method of the offshore composite foundation is used for constructing the offshore composite foundation in a shallow covering layer rock seabed sea area. The method is used for design and construction of the offshore wind power foundation in the shallow covering layer rock foundation seabed.
