The invention discloses a construction method of an outwards-inclined tower cable-stayed bridge with tower, beam and cable cooperative construction, and relates to the field of bridge structure construction and control. The method comprises the following steps: segmenting an outward inclined upper tower column from bottom to top, and defining the number of stay cables connected to each segment; the sum of the tensile stress of the outwards-inclined upper tower column and the pressure stress of all the stay cables is smaller than or equal to a concrete tensile strength design value; according to the segmentation requirements, the outwards-inclined upper tower columns are constructed in segments from bottom to top, and after construction of each segment of the outwards-inclined upper tower column is completed, the segment of the outwards-inclined upper tower column is connected with the corresponding segment of the main beam through a stay cable; and one end of each stay cable is fixed with the outwards inclined upper tower column, and the other end of each stay cable is fixed with one section of main beam. On the basis that the temporary facility cost is not increased, the problem that the tensile stress of the inner side of the outwards-inclined tower heel is too large is solved, and the adverse effects of structural cracking and large transverse deformation on follow-up cable saddle installation and positioning and stay cable tensioning caused by the too large tensile stress of the inner side of the outwards-inclined tower heel are avoided.
