The invention provides the concrete pouring construction device and the concrete pouring construction method for the karst cave crossing section of the bored pile, which are good in cave sealing effect. The concrete pouring construction device comprises a concrete pile casing, a reinforcement cage and a hoisting mechanism, the supporting table is connected with the reinforcement cage; the concrete pile casing is arranged above the supporting table and is formed by pouring concrete and a supporting ring, the supporting ring is located at the bottom of the concrete pile casing, and a plurality of connecting rods are evenly distributed in the circumferential direction; the hoisting mechanism comprises a shell, a telescopic rod, a hoisting hook and a power unit; one end of the telescopic rod can be inserted into the supporting ring, and the other end penetrates through the shell to be provided with a power unit which controls the telescopic rod to stretch out and draw back. The concrete pouring construction method comprises the following steps that the construction position of a pile foundation is determined, and drilling is conducted; lowering a reinforcement cage in sections; the concrete pile casing is installed at the designated position of the reinforcement cage; the hoisting mechanism is lifted to install a reinforcement cage; the reinforcement cage continues to be installed to the pile top; and concrete is poured to the pile top.
