The invention provides a permeable ecological wharf with power generation and breakwater functions. Each unit main body part comprises a suction bucket foundation, a perforated circular caisson and a wharf cover plate. The suction bucket foundation comprises a lower outer barrel, a lower inner barrel and a lower cross-shaped partition plate. The perforated round caisson comprises an upper inner barrel, an upper outer barrel, a bottom plate connected with the suction barrel foundation and a plurality of partition plates, and the inner space of the caisson is divided into three functional areas, namely a power generation system, an ecological channel and a caisson breeding area through the partition plates. Partition plates arranged in the perforated round caisson comprise an upper inner barrel inner partition plate, two vertical partition plates on the two sides of an air chamber inlet channel, a horizontal partition plate on the upper portion of the air chamber inlet channel and a vertical short partition plate. The power generation system comprises a machine chamber, a generator located in the machine chamber, an air chamber inlet formed in the middle lower position of the side, facing the sea, of the perforated circular caisson, an air chamber located in the upper inner barrel and an air chamber inlet channel, and the air chamber inlet channel is located between the air chamber inlet and the air chamber.
