The invention relates to a permeable ecological breakwater internally provided with a prefabricated fishway and a power generation system, each unit of the permeable ecological breakwater comprises a breakwater body (1), breakwater foot block stones (2), a wave dissipation fence plate (4) and at least one set of internal system (6), and the internal system comprises a fishway system and a power generation system. The fishway system comprises a coastal side inlet area (7), an upstream channel, a downstream channel and a back-to-sea side outlet area (12), wherein the upstream channel and the downstream channel are communicated with each other. The power generation system comprises a water collection tank (13), a turbine (14), a drainage channel (15) and a groove (16), the water collection tank (13) is located below the wave dissipation fence plate (4), the turbine (14) is arranged in the groove (16), water flow is collected to the groove (16) through the water collection tank (13), and the bottom of the groove (16) is communicated with an upstream channel through the drainage channel (15); partition plates (10) which are arranged in a staggered mode are distributed in the upstream channel and the downstream channel.
