The invention relates to a low-water-head underground water diversion structure and a construction method thereof, for example, the water diversion structure is suitable for a low-water-head hydropower station, and the water diversion structure comprises a water collecting device which is used for being arranged below a riverbed of a riverway to enable river water to enter, namely an underground water collecting device; the reservoir is used for being distributed on the bank side, a water inlet of the reservoir is communicated with the water collecting device so that river water can enter the reservoir, and a water outlet of the reservoir is used for being communicated with power generation equipment. The water collecting device is arranged, river water enters the water collecting device, the water collecting device is arranged below a riverbed, water flow and fish migration cannot be affected, meanwhile, it can be guaranteed that the river water can enter the water collecting device even if the water level in a river channel is low, and fish migration cannot be affected as well when a reservoir is built on the bank; water in the water collecting device flows into the reservoir and is used for power generation of the power generation equipment.
