A bottom plate of the construction tunnel is lower than a bottom plate of the petroleum cave depot group, the vertical anti-seepage curtain and the horizontal anti-seepage curtain of the barrel-shaped water seal system are in a barrel shape and place the cave depot group in the barrel-shaped water seal system, the water diversion system supplies water to a water curtain hole from a surface water source in a self-flowing mode, and the drainage system discharges redundant collected water of a cave depot water cushion layer to the ground surface in a self-flowing mode. The oil delivery system delivers oil from the earth surface to the cave depot and delivers the oil from the cave depot to the earth surface in a self-flowing mode. The cavern curtain amount is greatly reduced, the water diversion type barrel-shaped water seal enables the water seepage amount of the cavern to be controllable, the operation cost is reduced through a self-flowing type water drainage and oil transportation mode, and the use range of the underground water seal petroleum cavern is widened.
