The invention discloses a river blocking cofferdam with an adjustable water passing switch and a construction method. The river blocking cofferdam is characterized in that two rows of longitudinal lock catch type steel pipe piles stretch across a river channel, and the rear portion of each row of longitudinal lock catch type steel pipe piles is fixed to be a first enclosing purlin through at least one layer of double-spliced channel steel; the two rows of transverse lock catch type steel pipe piles are arranged between the two columns of longitudinal lock catch type steel pipe piles, and the two rows of transverse lock catch type steel pipe piles are connected through the T-shaped lock catch type steel pipe piles at the crossed points respectively, so that a cofferdam water passing section is defined. The rear part of each row of transverse lock catch type steel pipe piles is fixed by at least one layer of double-spliced channel steel to form a second enclosing purlin; the two rows of longitudinal lock catch type steel pipe piles are connected through a plurality of horizontal pull rods in a penetrating mode. Each row of transverse lock catch type steel pipe piles is connected to one column of longitudinal lock catch type steel pipe piles at the adjacent end through two inclined pull rods; and the weir body is filled with the backfill.
