The multifunctional energy dissipation and scour prevention device comprises a flow guide unit which comprises a rotary type flow guide pier wall, a two-side automatic telescopic flow guide pier set arranged on one side of the rotary type flow guide pier wall and a wing wall flow guide pier ejector array arranged on one side of the rotary type flow guide pier wall; the middle telescopic flow guide pier set is arranged on one side of the automatic telescopic flow guide pier sets on the two sides; the anti-scour unit comprises a water gate downstream wing wall and a downstream stilling pool apron arranged at the top of the water gate downstream wing wall; the measuring unit comprises a device upstream water level gauge, a device downstream water level gauge arranged on one side of the device upstream water level gauge, a device upstream flow velocity measurer arranged on one side of the device upstream water level gauge and a device downstream flow velocity measurer arranged on one side of the device downstream water level gauge. The method has the beneficial effects that the problem of scouring of a water gate downstream riverbed and revetments on the two banks is solved, and the overall stability of the water gate downstream is improved.
