The invention discloses a water reducing agent which is prepared by compounding the following components in percentage by mass: 3-6% of an HN-01 retarding component, 1-5% of a CF-01 flocculation component, 1-5% of a water reducing component, 1-5% of an inorganic dispersion component, 1-5% of other components and the balance of water. 10 to 14 percent of a CF-01 flocculation component; 35-38% of a water reducing component; 2-5% of an inorganic dispersion component; 0.1 to 0.8 percent of other components; and the balance of water. The HN-01 retarding component is an inorganic and organic composite modified super retarder; the CF-01 flocculation component is a powdery water-soluble organic high polymer non-dispersing agent. The concrete admixture disclosed by the invention has multiple functions of retarding, flocculating, water reducing and the like, and can prolong the plasticity maintaining and setting time of concrete, improve the dispersion resistance of the concrete and regulate the viscosity of the concrete at the same time.
