The construction method comprises the steps that a pile foundation is constructed; mounting a vertical component of the prefabricated platform; mounting the upper structure of the prefabricated platform; constructing a straining beam prefabricated part; cofferdam plates are installed; hoisting the precast beam and the cofferdam; constructing bottom sealing concrete and waterproofing; water in the cofferdam is pumped out, and the interior of the cofferdam is kept dry; constructing cast-in-place straining beam joints; and removing the cofferdam and the template. The middle section of the straining beam is lifted and prefabricated, the nodes at the two ends of the straining beam are cast in situ in water, straining beam prefabrication and cast-in-situ are organically combined, and the straining beam construction quality and efficiency are guaranteed; the cofferdam plate, the straining beam, the straining beam formwork and the joint formwork are put down as an integral structure, in-water cast-in-place of joint cast-in-place at the two ends of the straining beam is achieved, the integrated operation level is improved, the cofferdam construction difficulty is lowered, the cofferdam mounting and dismounting time is shortened, and a reliable and safe construction operation environment can be provided.
