According to the system, double rainwater collecting systems including the confluence collecting system (1) and the seepage collecting system (2) are designed, rainwater is collected in a confluence collecting mode and a seepage collecting mode, the rainwater collecting efficiency is higher, the using effect is better, and the seepage collecting system (2) has more excellent seepage water passing capacity compared with a conventional hard pavement structure; the rainwater collected by the seepage collection system (2) is filtered by the rainwater garden, the permeable terrace and the permeable floor tiles, and the quality of the collected rainwater is higher, so that the rainwater can be used without being subjected to trash holding and filtering treatment, and the water quality of the rainwater is improved.
