The invention discloses a device and method for installing a sand-free pipe of a dewatering well, the device comprises a working frame arranged above a well mouth of the dewatering well and a bracket used for bearing the sand-free pipe, and the bracket comprises two transverse plates arranged in parallel and a longitudinal plate vertically connected with the transverse plates; the lengths of the transverse plate and the longitudinal plate are slightly greater than the outer diameter of the sand-free pipe; the working frame is of a frame body structure formed by vertically and horizontally connecting pipe fittings, a winch is installed above one side of the frame body, the movable end of the twisted rope is tied and hung on the pipe fitting on the opposite side of the winch, and the twisted rope carries the bracket to lower the sand-free pipe into a dewatering well. The working frame and the bracket are matched to install the precipitation well sand-free pipe, the construction operation process is simplified, the number of operators is reduced, the labor cost is reduced, and the construction efficiency is improved.
