The water reducing agent is prepared from the following raw materials in parts by weight: 610 to 702 parts of a base material, 66 to 93 parts of a mixed material A, 62 to 113 parts of a mixed material B, 62 to 63.2 parts of a mixed material C and 6 to 10 parts of a neutralizing material. According to the invention, the slow-release early-strength polycarboxylic acid water reducer is prepared in a low-temperature water phase by utilizing the synergistic effect between unsaturated acid ester and unsaturated amide and the characteristic that different functional groups endow water reducer molecules with different functions and adopting a simple and easy-to-operate one-step process. The water reducing agent prepared by the method can improve the dispersity and the later-stage retention capacity of cement paste, effectively improves the discharge state of a concrete mixture and improves the early strength of concrete.
