The invention discloses modified cement mortar as well as a preparation method and application thereof. The modified cement mortar is prepared from the following raw materials in parts by weight: 20 to 30 parts of cement, 70 to 80 parts of nano TiO2 hydrosol coating sand and 8 to 12 parts of water. Wherein the nano TiO2 hydrosol coating sand is prepared by soaking natural sand subjected to hydroxylation treatment in nano TiO2 hydrosol and then drying; the TiO2 hydrosol comprises the following raw materials: titanium tetraisopropoxide, absolute ethyl alcohol, acetic acid and water in a volume ratio of (2-3): (7-8): (1.5-2.5): (35-45). The dispersity of nano TiO2 in a cement mortar matrix is greatly improved, firstly, TiO2 which is better dispersed is used as a nano filler to remarkably improve an interface transition area between cement and sand, and the mechanical property of the cement mortar is greatly improved; secondly, the modified mortar has a photocatalytic self-cleaning function, and rhodamine B organic dye and NO harmful gas can be effectively degraded.
